Italy-Libya agreements forget the human rights of migrants and refugees

By Victoria Hudson.

“We consider unacceptable for Italy to renew agreements with a country where continuous violations of human rights and children's rights remain and worsened due to the escalation of the conflict", Raffaela Milano, Director of Italy-Europe Programs of Save the Children said regarding the renewal of the agreements between Italy and Libya signed in 2017.

Save the Children is an international organization that over 100 years has been fighting to save children at risk and guarantee them a future.

There are numerous United Nations reports - also confirmed by the testimonies of migrants who manage to leave the country - reporting episodes of violence, abuse, torture and enslavement in the immigrants detention centers in Libya, a country in conflict, to which no returns or transfers, including those of minors, should be made in any way, starting from those conducted by the Libyan Coast Guard, financed by Italian and European resources.

“It is not possible to remain indifferent to what is happening. Italy puts the issue of respect for human rights at the center of its priorities and makes it the beacon in evaluating these agreements, which should be immediately suspended" Raffaela Milano added.

According to a calculation carried out by Oxfam Italia, between 2017 and 2019 Italy financed interventions for a cost of over 150 million euros. To this number, we must also add the almost 370 million euros that the European Union has dedicated from 2014 to September 2019 in programs in Libya for migration management.

UN and several International organizations reported trafficking, torture, sexual violence, rape and abuse of all kinds, all within structures also financed by the Italian government.

Crimes committed by Libyan public officials, militants who are part of armed groups affiliated to the Libyan Government of National Accord (GNA) based in Tripoli and traffickers in a context of absolute impunity that Italian government has decided to automatically extend for another three years
