UAE and Azerbaijan Forge $5 Million Partnership to Advance Demining in Karabakh

In a significant step towards enhancing humanitarian security and fostering regional stability, the United Arab Emirates (UAE) and the Republic of Azerbaijan signed a Memorandum of Understanding (MoU) valued at USD 5 million. The agreement aims to support demining efforts in the Karabakh region, a key initiative in rebuilding and securing areas affected by conflict.

The MoU was signed by His Excellency Mohammed Murad Al Blooshi, UAE Ambassador to Azerbaijan, and His Excellency Vugar Suleymanov, Chairman of the Board of the Mine Action Agency of Azerbaijan (ANAMA). The partnership reflects the commitment of both nations to addressing the challenges posed by unexploded ordnance and ensuring the safety and well-being of civilians in the affected regions.

A Unified Humanitarian Vision

This collaboration highlights the UAE’s dedication to global humanitarian initiatives. Over the years, the UAE has played a pivotal role in supporting demining operations in various conflict zones, including Iraq, Lebanon, and Afghanistan. These efforts have not only reduced the risks posed by landmines but also laid the groundwork for infrastructure rehabilitation, community safety, and economic revival.

The Karabakh demining project aligns with the UAE’s broader strategy to foster impactful global partnerships that prioritize humanitarian security and sustainable development.

The Impact on Karabakh

Karabakh, a region long affected by territorial conflict, has faced significant challenges due to the presence of landmines and unexploded ordnance, which pose a daily threat to civilians and impede reconstruction efforts. The USD 5 million funding from the UAE will provide critical financial and technical support to demining initiatives, facilitating the clearance of hazardous areas and ensuring the safety of returning residents.

Strategic Goals and Outcomes

The UAE’s contribution aims to achieve the following:

  1. Mitigate Civilian Risks: Reduce the threat of landmines and other unexploded devices, creating a safer environment for civilians.
  2. Promote Regional Stability: Support Azerbaijan’s efforts to rehabilitate Karabakh, contributing to long-term peace and security.
  3. Enhance Economic Recovery: Facilitate infrastructure development and agricultural activities in demined areas, enabling communities to rebuild their livelihoods.
  4. Strengthen Humanitarian Security: Bolster global efforts to address post-conflict challenges, with a focus on sustainable development and community well-being.

Global Leadership in Demining

The UAE has established itself as a leader in international demining initiatives, providing financial aid and technical expertise to post-conflict regions worldwide. This partnership with Azerbaijan reaffirms the UAE’s commitment to tackling global challenges, advocating for peace, and supporting sustainable development through collaborative efforts.

Statements from Leaders

Commenting on the partnership, His Excellency Mohammed Murad Al Blooshi said, “The UAE is honored to support Azerbaijan in this vital initiative, which embodies our shared vision of promoting safety, stability, and sustainable growth in regions recovering from conflict. This collaboration underscores the UAE’s unwavering dedication to humanitarian causes and its belief in the power of partnerships to drive meaningful change.”

His Excellency Vugar Suleymanov expressed gratitude for the UAE’s support, stating, “The UAE’s contribution to our demining efforts in Karabakh represents a significant step towards creating a safer and more prosperous future for the people of Azerbaijan. Together, we can address the remnants of conflict and rebuild with confidence.”

Looking Ahead

As the UAE and Azerbaijan work together to clear Karabakh of dangerous ordnance, the initiative sets a powerful example of how international collaboration can address pressing humanitarian challenges. By combining resources, expertise, and a shared commitment to peace, both nations are paving the way for a more secure and sustainable future for the region.

This partnership not only strengthens bilateral ties between the UAE and Azerbaijan but also reinforces the UAE’s role as a global leader in humanitarian diplomacy and sustainable development.
